Petitioner is presently incarcerated at the Western Missouri Correctional Center in Cameron, Missouri pursuant to the sentence and judgment of the Circuit Court of Buchanan County entered on February 24, 1989, Case No. CR 688-171FX. Petitioner *818pled guilty to one count of conspiracy to sell a controlled substance pursuant to Mo.
