Charles Bryan Farmer (“Plaintiff’) was employed by the Tennessee Highway Patrol for twenty-two years when his employment was terminated in May of 2004. Plaintiff filed suit in federal district court asserting various federal causes of action. Plaintiff also asserted a claim pursuant to the Tennessee Public Protection Act (the “PPA”), Tenn.Code Ann. § 50-1-304.
