¶1 Property owners Michael Durland, Kathleen Fennel, and Deer Harbor Boatworks (collectively Durland) appeal from the superior court’s dismissal of a land use petition filed pursuant to the Land Use Petition Act (LUPA), chapter 36.70C RCW.
