MOODY, District Judge.

This cause came on for consideration without oral argument upon the Government’s Motion for Modification of Ruling on Scienter under 18 U.S.C. § 2339B(a)(l) (Dkts.# 519, 520) and Defendants’ responses (Dkts.# 540, 541, 543, 563) thereto. After close consideration, the motion is denied.
