liThe Arkansas Beverage Retailers Association, Inc., Albert Young, President, and Albert Young, individually (“the Association”), appeal a decision of the Arkansas Alcoholic Beverage Control Board (“Board”) reversing a decision of the Arkansas Alcoholic Beverage Control Division (“Division”) denying the transfer of a retail liquor permit requested by Sam’s West, Inc. The decision of the Board was appealed to the circuit court, and the circuit court affirmed the Board’s decision.
