POSNER, Chief Judge.
Eyrie Stuart Hilton, IV sued the Village of Wheeling (a Chicago suburb) and members of its police force (plus two social workers employed by the Village) for in-junctive relief and damages, alleging violations of his constitutional rights to petition the government for redress of grievances and to enjoy the equal protection of the laws. 42 U.S.C. § 1983. The district court granted summary judgment for the defendants.
