OPINION AND ORDER
SESSIONS, District Judge.
This is an appeal brought by Lorraine Brown on behalf of her daughter, Elizabeth Briere, and herself of an administrative due process hearing decision denying her petition to require Defendants to reimburse her for tuition payments at Maplebrook School from September 1992 to June 1995, together with reasonable attorneys’ fees. Jurisdiction is based on 20 U.S.C. § 1415(e)(2) (1990) and Vt.Stat.Ann. tit. 16 § 2957 (1989).
