Petitioner was convicted of the crime of manslaughter in the first degree in April, 1964, in the Supreme Court, New York County, and sentenced to an indeterminate term of imprisonment of 15 to 25 years. On January 10, 1973 *267petitioner was paroled with a maximum expiration date of March 15, 1989.
While in Puerto Rico with the permission of his parole officer, petitioner was arrested on December 10, 1975, on an indictment returned by a Federal Grand Jury in the Southern District of New York, charging him with violation of the Federal drug laws.
