At issue in this case is whether certain recent amendments to the pension plan (the “pension plan amendments”) of the Dallas Police and Fire Pension System (the “Pension System”) violate section 66 of article XVI of the Texas Constitution (“Section 66”). See Tex. Const, art. XVI, § 66. Section 66 prohibits, in certain circumstances, the reduction or impairment of “benefits” under certain retirement systems in Texas, including the Pension System.
