BACKGROUND
Plaintiffs United Services Automobile Association (“USAA”); USAA Casualty Insurance Company (“USAA Casualty”); USAA Life Insurance Company (“USAA Life”); and USAA Annuity and Life Insurance Company (“USAA Annuity”) filed this declaratory judgment action in 1984 challenging the constitutionality of section 641 of the Pennsylvania Insurance Code.
