SCHALL, Circuit Judge.
This is a government contract case. Renda Marine, Inc. (“Renda”), entered into Contract No. DACW64-99-C-0001 (“contract”) with the United States Army Corps of Engineers (“Corps”) for the dredging of a portion of the Houston-Galveston Navigation Channel (“navigation channel”). The contract was governed by the Contract Disputes Act of 1978, as amended (“CDA”). 41 U.S.C. §§ 601-13 (2000).
