JOHN V. PARKER, Chief Judge.

On September 11, 1980, the Court granted a motion for summary judgment on behalf of the United States and plaintiffs-intervenors, finding that after sixteen years of desegregation efforts the majority of children of both races in the East Baton Rouge Parish School System attend one-race schools and that 60 percent of the entire system consists of one-race schools. The School Board was ordered to submit a proposed plan for desegregation of the public schools to become effective for the 1981 school year.
