The Tacoma Police Department set up a drug buy from Walter Matthews using confidential informants. From the Tacoma police station, one informant called Matthews’s pager. Matthews called back from Sumner. The Tacoma police tape-recorded the call relying on a statute that authorizes the police to intercept and record communications involving drug sales.1 After the sale, Matthews was stopped and arrested while driving a car registered to another.
