JOHNSON, Judge.
Board of Commissioners of the Port of New Orleans, the plaintiff, is an agency of the State of Louisiana, and is the governing authority of the Port of New Orleans. By law it is clothed with power and authority to expropriate private property for public use upon prior payment of just compensation. On September 22, 1966, in the Civil District Court for the Parish of Orleans, plaintiff filed this and four other separate civil actions against the respective owners of five separate tracts of land to be acquired by expropriation and to have the court determine and adjudge the amount…
