OPINION OF THE COURT

GIBBONS, Circuit Judge:

Frank J. Carozza, a former coal miner, petitions for review of a final decision of the Benefits Review Board, United States Department of Labor, reversing a decision of an administrative law judge awarding him benefits for disability resulting from pneumoconiosis. We have jurisdiction under 33 U.S.C. § 921(c) (1976). The Director, Office of Workers’ Compensation Programs, United States Department of Labor, supports Carozza’s petition.
