The act (Ga. Laws 1941, pp. 805-810) attacked as unconstitutional is entitled “An act to establish a Hospital and Health Board for Carroll County, to name the members of said board, fix the terms of office of its members, to provide for their successors and the method of their selection, outline the powers and duties of said board, to provide for the removal and for the filling of vacancies of-said members of said board; and for other purposes.” Section 7 of the act is one of the portions against which the attack is directed.
