delivering the opinion of the Court:

This is a Court of Record and it is not denied that *142under Section 8 of Chapter 22, Volume 39, Laws of Delaware, it not only has the power, but, by reason of its general jurisdiction in matters of a civil nature, is the appropriate court to review the proceedings of the Zoning Board of the City of Wilmington under a Writ of Certiorari; and this right is recognized by the settled practice.
