On June 20, 1908, the authorities of the city of Stillwater transmitted to the treasurer of that city a warrant commanding him to proceed to collect the special assessment, which the warrant recited was “duly adopted by the city council of the said city of Stillwater on the 16th day of June, 1908.” The treasurer instituted the proceedings and gave the required notice.
