On January 9, 2012, this court declared that the Commonwealth of Puerto Rico’s motor vehicle insurance premium reimbursement scheme, as embodied in Law 230 of September 11, 2002 and its companion amendments and regulations (“Law 230”), violates the notice requirements of the Due Process Clause.
