AMENDED MEMORANDUM of OPINION AND ORDER
LEVI, District Judge.
Plaintiffs challenge the validity of compacts entered into under the Indian Gam ing Regulatory Act (“IGRA”), 25 U.S.C. §§ 2701 et seq., between the State of California and certain Indian tribes. The compacts permit the tribes to offer Las Vegas style high stakes gaming, including slot machines.
