The Court, having considered Plaintiffs Motion For Preliminary Injunction, and this Court being fully advised in the premises and for the reasons set forth in the Court’s Report And Recommendation, finds that Plaintiff has demonstrated the necessary prerequisites for preliminary in-junctive relief.
