Plaintiff Verizon Pennsylvania, Inc. (“Verizon”) brings this claim against the Pennsylvania Public Utility Commission (“PUC”) and its individual officers 1 chal lenging the PUC’s Order setting the rates that Verizon must charge competitors for access to components of its local telephone network.
