NARICK, Senior Judge.
Section 2 of what is commonly referred to as the Right-to-Know Act 1 provides: “Every public record of an agency shall, at reasonable times, be open for examination and inspection by any citizen of the Commonwealth of Pennsylvania.” Having learned from newspaper accounts about the existence of more than 50,000 unclaimed or uncashed checks discovered by the Pennsylvania Department of Treasury (Department), Bruce K.
