HOPPER, J.

The principal issue in this case is which open meeting act, if any, applies to a housing authority created pursuant to Health and Safety Code section 34200 et seq. Our conclusion is that such an entity is a “local agency” within the Ralph M. Brown Act (Gov. Code, § 54950 et seq., hereinafter Brown Act) and is not a “state agency” within the State Agency Open Meeting Act (Gov. Code, § 11120 et seq., hereinafter State Act).
