Five groups of Pennsylvania-domiciled insurance companies filed complaints in the Tennessee Claims Commission seeking a refund of retaliatory taxes paid under protest The Commissioner entered judgments denying the requested" refunds, and the insurance companies appealed. The Court of Appeals affirmed the. judgments.
