This cause came on for hearing on August 30, 1999, before Magistrate Robert Ziccardi to whom the matter was referred pursuant to Civ.R. 53(C) to hear all issues of law and fact relating to the post-garnishment of personal property allegedly owned by the judgment-debtor, The Cascade Group (“Cascade”).
