Mayor and City Council of Baltimore (City), a municipal corporation and one of the appellees, makes loans, including the guaranteeing of loans made by others, for the development and redevelopment of property within the municipality. The loan program is administered by the City’s Board of Estimates 1 which is assisted by two individuals, known as the "Trustees,” both of whom act pursuant to four trust agreements with the City.
