McCLOSKEY, Senior Judge.
The Pennsylvania State Police (the PSP) petition for review of an order of an Administrative Law Judge (ALJ), appointed by the Office of Attorney General (OAG), upholding the appeal of Dean C. Heggen-staller (Heggenstaller) from the denial of his application to purchase a firearm. We now reverse.
