On June 20, 1988, an Illinois jury convicted Edward Howard of murder. He challenged that conviction in direct appeals to the Illinois Appellate and Supreme Courts, and then later through a petition for collateral relief under the Illinois Post-Conviction Hearing Act, 725 ILCS 5/122-1 et seq., which he also pursued through the state trial, appellate, and supreme courts. After those efforts bore no fruit, Howard turned to the federal district court. The district court denied his petition for a writ of habeas corpus, and now Howard is before us. Of the many grounds…
