MEMORANDUM OPINION AND ORDER

JOYCE HENS GREEN, District Judge.

Plaintiffs brought this action to challenge the District of Columbia Public Schools’ refusal to provide them with due process, in the form of a hearing, to contest the special education placement of their child, Renee Patsel. Renee is a learning disabled child who had attended the defendants’ public school program at the Prospect School during the 1979-80 school year.
