BACKGROUND

On July 6, 1995, Plaintiff Edmund M. Abordo, an inmate at Halawa Correctional Facility, filed a 42 U.S.C. § 1983 civil rights complaint against various prison officials (“Defendants”). In his complaint, Plaintiff alleges that Defendants violated the Religious Freedom Restoration Act (“RFRA”) 1 and deprived him of his rights guaranteed by the First, Fifth and Fourteenth Amendments to the Constitution by cutting his hair despite his objections.
