The Atlanta Independent School System (“AISS”) decided not to renew Hezekiah Wardlow’s employment contract. The Atlanta Board of Education upheld the nonrenewal following a hearing, and Ward-low appealed to the State Board of Education, which sustained that determination. Wardlow appealed the State Board’s decision to the Superior Court of Fulton County. The superior court reversed the State Board, and we granted AISS’s application for discretionary review.
