Dear Mr. Meyer:

You indicate that the Department of Natural Resources ("DNR"), in the exercise of its statutory authority, acquires, maintains and develops certain public access sites to state lands and waters for hunting, fishing and other outdoor recreational activities in order to benefit the general public, rather than to facilitate the internal operations of DNR as a state agency.
