By petition dated June 20, 2006, petitioner, the Administration for Children’s Services (ACS), commenced this neglect proceeding against respondent, Victor H. The petition alleges that, on June 14, 2006, respondent’s wife, Hejin (who died in the incident) and his two daughters, E. and A., three and five years of age, respectively, drove in the family minivan to Bear Mountain State Park located in New York state.
