Plaintiff, in a complaint dated December 7, 1961, alleges that on November 18, 1961, he was nominated as a candidate for the office of Recording Secretary of the defendant Local, to be voted upon at an election scheduled to commence December 16, 1961. It is further alleged, that the Election Committee of the defendant Local ruled plaintiff ineligible to be a candidate for the aforementioned office. Exhibit B annexed to the complaint shows that the ruling was predicated upon provisions of the International Constitution of the Union, wherein continuous good standing…
