I. INTRODUCTION

On May 25, 2007, the district court (Lindsay, J.) issued an order in this criminal action granting whistleblower awards pursuant to the Act to Prevent Pollution from Ships (“APPS”), 33 U.S.C. § 1908(a). The recipients of the awards were twelve crew members aboard various vessels owned by the defendant, Overseas Ship-holding Group, Inc. (“OSG”).
