Plaintiff, a pretrial detainee, brings this pro se action pursuant to 42 U.S.C. § 1983, to redress alleged violations of his constitutional rights. Specifically, plaintiff claims that he is being denied equal protection of the law and due process under the Fourteenth Amendment based on the fact that Hampton Roads Regional Jail has implemented the “Prisoner’s Keep” provision of Virginia Code § 53.1-131.3.
