¶ 1. Clear Channel Outdoor, Inc., and Lamar Central Outdoor, Inc., appeal the circuit court's dismissal of their declaratory-judgment complaints seeking to overturn the City of Milwaukee's assessment *711of billboards they own.1 The circuit court dismissed the complaints without prejudice because Clear Channel and Lamar did not exhaust what it determined were required administrative remedies. We affirm.
