TERNUS, Justice.

The appellant, Daniel Garren, challenges the constitutionality of 'Iowa’s Sexually Violent Predator Act, Iowa Code chapter 229A (1999), claiming (1) the act violates federal and state prohibitions against ex post facto laws, (2) the act violates federal and state prohibitions against double jeopardy, (3) the act deprives the appellant of substantive due process, (4) the act is unconstitutionally vague, and (5) the act violates the appellant’s federal and state rights to equal protection.
