I. BACKGROUND
In these consolidated Fed.R.Civ.P. 9(h) admiralty actions, the plaintiff South Carolina State Ports Authority (hereinafter “SPA”) sued the container vessels M/V TYSON LYKES and the M/V TILLIE LYKES, in rem, seeking to assert and foreclose purported maritime hens against those vessels for “dockage, wharfage, usage, equipment, rental, labor, container services, and other terminal services” furnished by the SPA pursuant to its Terminal Tariff.
