MEMORANDUM and ORDER
SHAPIRO, District Judge.
These are employment discrimination actions concerning City of Philadelphia police *112department hiring practices brought by two Puerto Rican Americans pursuant to Title VII of the Civil Rights Act of 1964, 42 U.S.C. § 2000-e et seq., 42 U.S.C. § 1981 and § 1983, and the Fourteenth Amendment to the United States Constitution as well as state law. By Order dated May 22, 1981, these actions were consolidated for pretrial proceedings. Before the court is plaintiffs’ motion for class certification pursuant to Fed.R.Civ.P. 23.
