The National Labor Relations Board petitions for enforcement of its order, reported at 235 N.L.R.B. No. 45 (1978), against Laborer’s International Union of North America, Local 300, AFL-CIO (Union), based upon the Board’s finding that the Union had committed unfair labor practices in violation of section 8(b)(1)(A) and (b)(2) of the National Labor Relations Act, 29 U.S.C. § 158(b)(1)(A) and (b)(2). “The sections in brief provide that it shall be an unfair labor practice for a labor organization or its agents to restrain or coerce employees in the exercise of their…
