This is the second of three editions within 1813 of Charles Butler&s;s call for full civil emancipation for Catholics, beyond the limits of the Relief Acts of 1778 and 1791; one version appeared in the journal The Pamphleteer . The work, whose ampler variant title was An Address to the Protestants of Great Britain and Ireland on the Grievances of the Catholics , set out to calm Protestant fears over the continuing drive towards full Catholic emancipation and also offered a liberal and Cisalpinist alternative to the kind of views espoused by Milner and Plowden. It was controverted by the Church of England priest, preacher and anti-Catholic writer Thomas Le Mesurier in A Counter Address to the Protestants of Great Britain and Ireland in Answer to the Address of Charles Butler, Esq., Appearing in The Pamphleteer, vol. II, 1813 .
