PAUL CHAMPION d/b/a CHAMPION TREE SERVICE. Paul Champion filed suit against DeKalb County alleging breach of contract. DeKalb County filed a motion for summary judgment, arguing, in part, that it was immune from suit based on sovereign immunity.
