This is an appeal from an administrative order of the Secretary of State denying James Donnelly’s petition for a restricted driving permit (see Ill. Rev. Stat. 1985, ch. 95½, par. 6 — 205(c)). Donnelly sought administrative relief in the circuit court of Cook County. He argued that the Secretary’s decision was void because the procedures followed by the Secretary failed to comport with the requirements of section 13 of the Administrative Procedure Act (Ill. Rev.
