OPINION

LIPEZ, Circuit Judge.

Claimant Ronald Miller seeks review of a denial of his application for Social Security benefits. On remand from the Appeals Council, an administrative law judge (ALJ) determined that Miller was' not disabled within the meaning of the Social Security Act and therefore did not qualify for benefits. Miller appealed the decision again, but the Appeals Council declined to review it.
