ORDER GRANTING CLASS CERTIFICATION
HANNAH, District Judge.
Came on for consideration Plaintiffs’ Motion for Class Certification [Doc. # 11]. On *462August 24, 2000, the Court held a hearing on the motion. The Court also reviewed briefs from amicus curiae Texas Farm Bureau and Rails-to-Trails Conservancy. In light of the pleadings, arguments presented at the hearing, and the applicable law, the Court rules on Plaintiffs’ motion as follows.
