pursuant to CPLR article 78 (transferred to this court by order of the Supreme Court at Special Term, entered in St. Lawrence County) to review a determination of the respondent Commissioner of the St. Lawrence County Department of Social Services which found petitioner guilty of various charges of misconduct.
