Appeal from a decision of the Unemployment Insurance Appeal Board, filed August 24, 2006, which, upon reconsideration, adhered to its prior decision ruling that claimant’s request for a hearing was untimely.

On December 6, 1994, the Department of Labor issued an initial determination finding claimant to be ineligible to receive unemployment insurance benefits and charged him with a recoverable overpayment of $5,700.
