This action in mandamus was commenced in this Court by plaintiffs, two individuals and an unincorporated nonprofit homeowners association, upon filing a complaint against the Secretary of the Department of Environmental Besources (DEB), a Deputy Attorney General, and three Special Assistant Attorneys General.
